Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024

 

Introduction:

The Ministry of Heavy Industries, Government of India, has issued the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, under the Bureau of Indian Standards (BIS) Act, 2016. This regulation mandates safety standards and conformity assessment requirements for machinery and electrical equipment used in industrial and commercial applications.

• Effective Date: One year from the date of publication (August 28, 2024)

 

Applicability:

​

• Covers machinery and electrical equipment, including their assemblies, sub-assemblies, and components.

• Applies to products listed in Schedule I of the regulation.

Mandatory Compliance:

​

 

• Certification by BIS is compulsory for listed products.

• Products must conform to Indian Standards (IS) or equivalent ISO standards.

• Machines must undergo Risk Assessment and Safety Compliance.

Scope of the Regulation

The regulation applies to various categories of machinery and electrical equipment, ensuring compliance with safety and quality standards.

1. Machinery Covered
This regulation applies to the following categories of machinery:

• Pumps, Compressors, and Liquid Handling Equipment

• Material Processing Machinery, including Heat Treatment Machines

• Cranes and Lifting Equipment

• Industrial Textile Machinery, such as Weaving and Embroidery Machines

• Metal Cutting and Machine Tools

• Mining and Earthmoving Equipment

• Plastic and Rubber Processing Machinery

• Public Works and Construction Machinery

• Gear and Transmission Systems

 

2. Electrical Equipment Covered

• Rotary Electrical Machines (Generators, Transformers)

• Diesel Generators

• Switchgear and Control Gear Equipment

• Power Semiconductor Converters

Does not Apply to:

​

• Exports and Construction equipment covered in CMVR Rules issued by M/o Road Transport

• Highways

• Goods covered under QCO orders issued under the BIS Act.

 

Compliance Requirements

1. Certification; Standards

Each machine or electrical equipment must conform to the applicable Indian Standards (IS).
 

The required standards are classified as:

• Type A Standards – General principles for machine safety (e.g., IS 16819:2018 / ISO 12100:2010).

• Type B Standards – Generic safety requirements applicable across multiple machine types(e.g., IS 16504 (Part 1):2019 / IEC   60204-1:2016, IS 16504 (Part 11) : 2020 /IEC60204-11 : 2018)

• Type C Standards – Specific safety requirements for a particular machine type(e.g.,IS 17093:2019, IS 17055 (Part7): 2020)​

 

2. Mandatory BIS Certification

• Products must bear the BIS Standard Mark or obtain a Certificate of Conformity.

• Manufacturers must register with BIS before applying for certification.

 

3. Market Surveillance

​​

• Authorities will conduct regular market surveillance to ensure compliance.

• Non-compliance may lead to penalties and enforcement actions.
